Prisons chief admits failings in service over sexual abuse

Guardian investigation has found 26 former young offenders who were sexually abused by prison officer Neville Husband

Photograph: Gary Calton for the Guardian The former director-general of the prison service Martin Narey has admitted that the service dealt inadequately with sexual abuse during his tenure, following a Guardian investigation into the sexual abuse of young offenders by prison officer Neville Husband. Narey, who worked with Husband and was director-general from 1998 to 2003, admitted to the Guardian: "As director-general, I was intolerant of physical abuse and racism and sacked a lot of staff ... but at that time there was very little awareness of male-on-male sexual abuse, either in prisons or in wider society." Husband, who ran the kitchen at Medomsley detention centre in County Durham, is know to have sexually abused teenage boys between 1977 and 1985. When the prison service suggested that he be promoted to a different establishment, governors wrote letters supporting his applications to remain at Medomsley. When he was finally moved, to Deerbolt young offenders' institution, another allegation of sex abuse was made. Husband left the prison service in 1990 and went on to run two churches in Gateshead, where children in his congregation also complained of abuse, though parents did not pursue the matter. He was eventually convicted in 2003 of sexually abusing five young inmates at Medomsley and sentenced to eight years. He died a year after his release in 2010. The Guardian investigation has found that 26 victims have so far come forward. It is estimated that Husband abused hundreds of young offenders during his 25 years in the prison service. Shockingly, Husband's interest in young boys was known as far back as 1969, 34 years before he was convicted, when he was arrested at Portland borstal, Dorset, and charged with the importation of pornography from Europe. The material seized included sado-masochistic images involving teenage boys. Husband admitted showing the material to boys in his care, but the charges were dropped when he said he was conducting research into homosexuality. At Husband's trial, prison officers admitted "there was general knowledge" among staff about Husband's sexual abuse but that they did nothing about it. Speaking in today's Weekend magazine, the former Medomsley boys, now men in their 50s, talk about Husband's impact on their life. Kevin Young became addicted to drink and drugs; Richard Hall attempted suicide and says he still thinks about killing himself every day. Young went to report his abuse the day he left Medomsley, but he said police told him not to pursue the complaint unless he wanted to be returned to the detention centre. Until recently, Durham police denied that he had made a statement on his release, but they now admit that a number of complaints were made by former inmates, "particularly in the 1970s and 1980s". Victims now say they are considering suing the police. Narey, who went on to be chief executive of Barnardo's, the charity for vulnerable children, believes that the officers who had failed to report their suspicions should be investigated. "There is hardly a hair's-breadth of culpability between Neville Husband, who abused children, and any of the staff who apparently knew about this and failed to take their concerns forward. In my view there is a case for the police considering whether their failure to protect children amounted to aiding and abetting." Nick Hardwick, chief inspector of prisons, said: "It would be dangerously complacent to imagine these things could only happen in the past. There is always a danger that in closed institutions – be they prisons, children's homes or hospitals – abusive behaviour by some staff becomes the accepted norm. We need to recognise the vulnerability inherent in the situation of every detainee ." David Ramsbottom, the former chief inspector of prisons, said: "In light of what is described, it is essential that the authorities review current procedures, to satisfy themselves that every practical measure is being taken to try to ensure that such abuses cannot happen in any establishment containing young people. It has everything to gain and nothing to lose from a public inquiry, because it can be seen to have been telling the truth, which will increase trust in it. If it refuses to conduct affairs openly, it has only itself to blame if its word is not believed. But time is the enemy here – it would have been so much better had the inquiry been conducted 20 or more years ago." When the Medomsley victims sought compensation after Husband's conviction, the Home Office used the statute of limitations to avoid payment. Eventually, in 2009, it paid out £512,000 to 12 men. But cases are still being settled. When asked whether it still had the records from Medomsley, which was shut down in 1988, the Ministry of Justice told the Guardian: "There is ongoing civil litigation concerning the establishment, so it would be inappropriate at this stage to comment on what evidence is or is not available." The victims of Medomsley have never received an apology for the abuse they suffered in care. When Stephen Byers, then MP for some of the victims, wrote to the then justice minister, Jack Straw, in 2010, Straw replied: "The terms of the agreement did not include an apology."

Documentary filmmaker thrown out of BBC Question Time Leaders debate special for asking difficult questions.‏

Angry documentary filmmaker Bill Maloney was thrown out of the Leader’s Debate Question Time Special Audience for speaking about Institutional child abuse, the restraining techniques used in YOIs and government paedophile rings.

Just moments before Question Time went live David Dimbleby introduced the panel asking each of them what they would be doing the next day. Michael Gove (Shadow Secretary of State for Children Schools and Families) said it was his wife’s birthday and Dimbleby asked if he had bought her a present to which he replied, “I actually bought her four presents”. Asked what the presents were Gove replied “A linen suit, a designer hand bag and two other presents that I’m not prepared to divulge”. Maloney shouted “Did we pay for them Mr Gove?” which raised a laugh from the panel and audience. Dimbleby concluded with Nigel Farage MEP of UKIP who made a sanctimonious remark to which Maloney shouted, “I don’t know why you’re so flippant, you’re guilty of stealing expenses the same as all the rest”. Dimbleby shook his finger and shouted at Maloney “If you are going to behave like this when we go on air I will have to tell you to leave.”

Maloney responded by shouting “If you want me to leave David tell me to leave. Don’t talk to me like I’m a piece of shit! You’ve got an angry electorate here and you select only five questions from 150? This is a biased audience which does not represent the lower classes.”

“I'm a documentary filmmaker and I investigate Institutional child abuse; the restraining techniques that are killing lower working class kids in Young Offenders Institutions; and paedophile rings in government that are fucking our kids! You don’t like talking about the children do you David?”

Security was then called. As he was led out Maloney turned to the panel shouting, “I’m here about the children, not about the economy. I've got more bollocks than all of you! Shame on you!" Maloney’s wife continued by shouting "Everyone in this audience should google Hollie Greig G.R.E.I.G and realise that the government does nothing!"

The security guards didn't lay a finger on Maloney as he was led out by the Producer - in fact the security guards looked like they wanted to pat him on the back!

Maloney submitted two questions to the show which were not selected, one on the issue of crime:
# Considering the government has given £840 billion to bail out the banks, how much have they spent on getting 3.5 million children out of poverty? Give the £3.4 billion promised to get children out of poverty which ‘breeds’ crime.

The second was on the issue of institutional child abuse:
# Considering it cost Australian taxpayers 200 million dollars for the Popes visit there in 2008, how much is the government spending on the Pope’s visit to the UK? And should we allow the Pope, whose Vatican City has the lowest age of sexual consent in Europe of only 12 years, into the country at all?

All Maloney wanted was his questions answered, as no politicians are willing to discuss these issues.

VICTIMS of sexual abuse at the hands of a pervert prison officer have had the chance to tell their story with the help of an independent film company.

Pie 'n' Mash Films, a family-run company based in Beckenham and Lewisham, were approached by former inmates at the Medomsley Detention Centre, in the North East, who suffered horrific sexual abuse at the hands of depraved prison officer Neville Husband.

Former Christian Minister Husband, now 71, from County Durham, was convicted in 2003 for abusing five inmates at the young offenders' institution during the '70s and '80s and was later convicted for further attacks after four more victims came forward.

Last month, two of his victims Kevin Young, 50, and Richard Hall, 48, who feature in the documentary, were awarded some of the £500,000 in compensation from the office after the High Court ruled more should have been done to protect them.

The landmark case ruled that 12 men were entitled to compensation despite more than 30 years passing.

Yet the victory was bitter-sweet for victims as they learned that Husband was released in the same month that they were awarded compensation.

Their stories are told alongside the moving account of the family of Adam Rickwood, who became the youngest person to die in custody, aged just 14, at the facility which is now the privately-run Hassockfield Secure Training Centre.

Director Bill Maloney said the victims came to Pie 'n' Mash Films through support group Justice4Survivors after they saw the film Sun, Sea and Satan which investigates the sex abuse scandal at Haut de la Garenne in Jersey.

He said: "We look at the historical abuse that took place at Medomsley, but we don't like the term historical abuse because for the victims they have to live with it every day."

Mr Maloney spent three months living in County Durham while shooting the film, which is more than two hours long.

He added: "I really got to know these people and I let them do it their way, to have their say. Imagine what it is like to have been through this kind of abuse and they haven't been heard for years and years, imagine that frustration.

"This is them saying how they have been affected by what happened to them and showing people exactly what harm abuse like this does.

"I wanted it to be gritty, I wanted to shock people so that something would be done about it. I want this government funded abuse against children to stop."

Mr Maloney, who was physically abused himself when in care as a boy, took on the project within months of his own battle to find out the truth behind his sister Dyana's sudden death.

An inquest in January this year failed to rule the cause of death of Miss Maloney, who was found dead at her Wandsworth home on June 12 last year, and her brother is convinced there was foul play.

Miss Maloney, who claimed to have been abused herself in Haut de la Garenne in the 1960s, had funded her brother's film which had been completed just weeks before her death, as reported in the Times.

He added: "It was quite daunting doing this film. My sister had recently died and I was still grieving for my sister when I was asked to do this film.

"But I couldn't refuse it, myself and all my family had been in care and every single one of us suffered abuse, how could I refuse?"

Adam Rickwood and the Medomsley Heroes is set to be released on DVD and for download pay per view after Christmas.

London-born Irishman Bill Maloney’s controversial drama documentary BILLY & LILLY GO TO NEW YORK has been selected for the WATERFORD FILM FESTIVAL 2009.

BILLY & LILLY GO TO NEW YORK is a drama documentary with a unique twist of fact and fiction. When critically acclaimed maverick director Bill Maloney goes to New York to represent his nominated feature film at a NY film festival, he decides, because of his gritty working class Irish roots, to bypass the festival glitz, in favor of shooting a documentary about the under privileged and homeless people of New York.

How serious? How many officers? Who was involved?

Only a much needed investigation and or enquiry public or independent into the long term criminal activities by known and named officers H.M.D.C. Medomsley, County Durham, (Now Hassockfield). Will begin to uncover what is quite frankly a horror story that really needs to be told openly and honestly so lessons not lip service may be addressed.

Between 1967 and 1983 many raped and tortured sadistically often on a daily basis throughout there 3, 6 month sentences by a small group of serving officers and with the apparent knowledge of more senior prison officials, assistant governors and governors, with criminal charges being formally lodged firstly in 1967 for criminal offences that clearly showed a most unhealthy appetite for homosexual pornography in regards young boys in bondage etc.

The illegal importation of homosexual pornography both into the uk and then into the Medomsley youth custody centre its self, to be shown to the young inmates in private viewing situations between officers and inmates according to home office official documents and known as Portland Young offenders institute , only to be dismissed as not in the public interest!

The relocation of the offending officers to other youth custody centres, despite formal criminal charges laid by Portland police, also charges that were to be subsequently drop deemed not in the public interest!


Allowing them free access to continue there ways uninterrupted as they most certainly did, culminating in the rape and violent sexual attacks on many young inmates over a twenty year period.

Most of these will remain silent witnesses, many with a duty of care, having failed in that duty have welcomed the immoral use of this statutes of limitations act designed primarily for medical negligence to allowing those responsible to avoid accountability and therefore deny justice to genuine victims. The Church and many other institutes have and continue to misuse the act to avoid accountability! In particular where the facts have been fully investigated and found to be true.


Only by dealing truthfully and morality with past, so called historic abuse
(Not historic to those who live with its affects today!) can we truly learn and there fore begin to avoid a large proportion of the inhuman and life destroying abuse that has and continues to blight our progress to a better and more just society.


Home offices policies of inaction / avoidance and at times outright criminal deceit in this and many similar cases have resulted in the continuation of the most brutal and inhumane criminal treatment of young persons in their custody.

A society that tolerates abuse is by its very nature an abusive society, and the laws required to deal justly and morally with abuse must reflect that society’s desires.


I can fully understand the statutes of limitations when used for its designed purpose (medical negligence )but this law was never intended to be applied to victims of abuse who seek an opportunity for a fair hearing and with consideration for the well known and documented symptoms of those abused being unable to unburden there nightmares

Sometimes until many years later, in reality most victims will live out there lives silent witnesses to the betrayal and humiliation that only they will truly know and there silent screaming heard only in there shattered minds . In reality for many years only the lawyers and legal frame have gained financially from all this pain and yet how quick the defence to constantly refer to the compensation always the compensation?

They chose to further belittle and cause pain while collecting there fees in bulk, woe ye layers. Who would ignore our quest for justice peace of mind and a opportunity for some degree of closer that we and our families crave so badly.
